Amendment No. 1 was offered by Representative Eastman: Page 11, following line 28: Insert a new bill section to read: "* Sec. 19. AS 47.32.032 is amended by adding a new subsection to read: (c) The department may approve a variance of the requirements of AS 47.05.325(a) for licensure of a foster care home if (1) the applicant is a biological parent who is applying for the foster home license to provide foster care to the applicant's biological child; (2) the applicant relinquished parental rights to the applicant's biological child under AS 25.23.180 or AS 47.10.089 at least one year before applying for the foster home license; (3) approval of the foster home license is in the best interests of the child; and (4) the applicant agrees, in writing, not to accept any funds from the department available under AS 47.14.100 to care for the child." Renumber the following bill sections accordingly. Representative Eastman moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Spohnholz objected. The question being: "Shall Amendment No. 1 be adopted?" Representative Tuck moved and asked unanimous consent that HCS CSSB 81(JUD) be considered engrossed, advanced to third reading, and placed on final passage. There was objection. HCS CSSB 81(JUD) will advance to third reading on tomorrow's calendar.
